The Register of Religious Organizations and the Institutions thereof

From 01.01.2009 the Register of Enterprises starts the registration of religious organizations and the institutions thereof. On 18.12.2008 Saeima passed the changes in the law of Religious Organizations and in the law on "The Register of Enterprises of the Republic of Latvia" which provides for adding additional functions to the Register of Enterprises thereby also forming the Register of Religious Organizations and the Institutions thereof.

Records in the Register of Religious Organizations and the Institutions thereof shall be entered on the basis of an application or court adjudication but relations between the state and religious organizations are organized by a structural unit formed by the Ministry of Justice thereby ensuring the development of state policy, coordination and execution on religion’s matters, after receiving a request provides the necessary consultations and help to religious organizations. Before registration of a religious organization or the institution thereof the Register of Enterprises requests an adjudgment from the Ministry of Justice regarding the compliance of the purposes of activities and tasks indicated in the statutes with laws and regulations as well as whether the activity of the religious organization does not jeopardize human rights, democratic state system, safety, welfare and morality of the society. Religious organizations and the institutions thereof can only be registered in Riga. The documents specified in the Law shall be submitted to the Register of Enterprises not later than 14 days of the taking of the respective decision.

In accordance with Cabinet Regulation No. 425 of 12 May 2009, Procedures for the submission and updating of list of ecclesiastics of a religious union (church), information regarding ecclesiastics who have the right to solemnize a marriage or fulfil the role of chaplain as well as the content of information to be included in and the procedure of its submission and updating has to be submitted to the Ministry of Justice by the Union of the Adventists of the Seventh Day of Latvia’s Parishes, Union of Latvia’s Baptist Parishes, United Methodist Church of Latvia, Church of Pomora of Latvia’s Old-believers and the Religious Parish of the Riga’s Hebrews.
