Terms of Use of the Information Website of the Register of Enterprises

  1. Terms used:
    1. Service(s) – information provision services rendered on the website and cross-system interface of the Register of Enterprises of the Republic of Latvia (hereinafter – the Register of Enterprises) in accordance with the Cabinet of Ministers Regulations No. 191 “Regulations regarding Information Provision and Other Paid Services Rendered on the Information Website of the Register of Enterprises”  adopted on 27th March 2018;
    2. Portal user – person who has logged in to the information website of the Register of Enterprises using the authentication features available on the information website of the Register of Enterprises;
    3. Portal user – person who has logged in to the information website of the Register of Enterprises using the authentication features available on the information website of the Register of Enterprises;
    4. Portal – information website of the Register of Enterprises https://info.ur.gov.lv, where Services are available;
    5. Cross-System Interface – Cross-System Interface of the Register of Enterprises where Services are available;
    6. Access credentials for the Cross-System Interface – identifier (name), password, and Internet Protocol address from which the connection will be made;
    7. SISC – State Information System Connector under the management of the State Regional Development Agency;
    8. User – Portal user and Main user;
    9. Information system –
  2. The Services can be used at the Portal through authentication with SISC unified application module.
  3. The fee for the Services shall be calculated in accordance with the applicable regulatory enactments.
  4. The Service fee can only be settled with the intermediation of banks offered in the SISC module available at the Portal. No Services will be available by settling payments through online banking system outside the Portal.
  5. The Portal processes the User’s personal data (given name, surname, and personal identity number) when the user authenticates (over the course of the authentication process the personal data are received from an authentication service provider selected by the user). The controller of the user’s personal data processing shall be the Register of Enterprises of the Republic of Latvia; Reg. No. 9000270634; address: 2 Perses Street, Riga; phone: 67031703; e-mail: info@ur.gov.lv. The legal grounds for the processing of the user’s personal data shall be performance of the legal duty of the controller and exercise of authorities officially granted to the controller under the Cabinet of Ministers Regulations No. 191 “Regulations regarding Information Provision and Other Paid Services Rendered on the Information Website of the Register of Enterprises”  adopted on 27th March 2018; purpose of data processing – verification of the User’s identity in order to provide Services to the User.
  6. The User’s personal data may be transferred to natural persons (data subjects) regarding whom the User has requested and received data in the Portal/ Cross-System Interface based on Article 13(1)(e) of the Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC. Additional information about data processing and rights shall be available on the website of the Register of Enterprises (ur.gov.lv).
  7. The User shall not disclose to third parties the identifiers of the authentication devices available to him or her and shall bear full responsibility for the actions taken through his / her user account.
  8. The User shall make sure that in cases when the User has learned information about unauthorized obtaining, losing or transferring of the User’s credentials (his/her own or those of other associated Users) or when the User has learned information about intentional or unintentional damages to the Service authentication or authorization mechanism as a result of which access to the service functions and stored data has been or might be obtained, the User immediately reports to the Register of Enterprises by writing to electronic mail address dati@ur.gov.lv or calls phone number 67031737.
  9. Any suspicion or facts associated with failure to comply with these regulations, unauthorized use of the Service infrastructure or theft of the User’s credentials or breach of the terms of use of the Services through a User’s account must be immediately reported to electronic mail address: info@ur.gov.lv.
  10. The User shall be responsible for all actions and consequences thereof which he or a third party accessing the User's data makes through the Service. The Register of Enterprises shall not be responsible for any loss incurred by the User as a result of a third party accessing and / or using the Portal / Cross-System Interface using personal authentication tools available to the User or the Cross-system interface access credentials created by the Main User.
  11. The further use of the Service or its contents for re-use is prohibited without a separate agreement with the Register of Enterprises for the receipt of information for re-use.
  12. The User shall not unlawfully disclose data obtained about other natural persons within the framework of the Service (without a legal basis and for a legitimate purpose), as well as shall process such data  it in accordance with the requirements of regulatory enactments regulating the field of data protection of natural persons. Upon receipt of the Services, the User, as the controller, shall be independently responsible for the compliance of the processing of personal data with the regulatory enactments governing the protection of personal data.
  13. The User shall comply with and perform the following general safety requirements of the Portal:
    1. do not engage in activities that facilitate unauthorized disclosure of information and data obtained through the use of the Services;
    2. do not transfer or disclose its User credentials to any other person, or take any action that may facilitate such access;
    3. keep the User’s credentials in a safe place and inaccessible to other persons;
    4. do not take any action aimed at extending the User’s rights;
    5. do not take action to avoid, circumvent or compromise the security systems of the information systems involved in the provision of the Services;
    6. do not illegally copy the Services or any portion thereof (illegal handling of the Service shall be any activity that does not use permitted (on-screen) commands or that is executed automatically without the direct involvement of a person in the solicitation of the Services (using any type of program) whatever their purpose;
    7. do not use equipment or software to perform activities that could weaken the security of the Service infrastructure, perform security vulnerability analysis, decode encrypted files, etc.
  14. Security requirements when using the Portal:
    1. secure data exchange between the User's computer and the Portal shall be provided by the SSL (Secure Sockets Layer) data exchange protocol;
    2. it is advisable to always make sure that the connection is properly established when using the Portal. This is shown by the key in the browser window and the letters https at the beginning of the address of the Portal: https://info.ur.gov.lv;
    3. you need to click on the key icon to open the security certificate verification window. The customer must make sure that the certificate contains the correct address (Issued to info.ur.gov.lv), certificate issuer firm (Issued by Daddy Secure Certificate Authority – G2) and certificate validity (Valid to);
    4. it shall be necessary to make sure that the certificate issue chain (Certification Path) is composed solely of the following consecutive parts:
      1. Go Daddy Root Certification Authority – G2;
      2. Go Daddy Secure Certificate Authority – G2;
      3. *.ur.gov.lv.
  15. Computer protection requirements:
    1. In addition to secure data exchange guaranteed by the use of SSL protocol, we encourage Users to regularly monitor the state of their computer:
      1. approve requests for regular updates to antivirus programs and operating systems;
      2. set up a firewall, a program that controls the flow of data between a client computer and a computer network;
      3. regularly check your computer for various unwanted programs. We recommend using antivirus testing methods to make sure that no potentially dangerous programs are already installed on your computer.
  16. Secure data exchange between the Cross-System Interface and the system using the Cross-System Interface shall be ensured by SSL (Secure Sockets Layer) data exchange protocol.
  17. In order to take full advantage of the features offered by the Portal, we recommend using the latest browser versions.
  18. When quoting or referring to information obtained from the Portal / Cross-System Interface, the source of the information shall be indicated – https://info.ur.gov.lv.
  19. In case of malfunctioning of the Services, the User shall report to the e-mail address: info@ur.gov.lv.
